La dichiarazione del presidente Obama sulla situazione in Egitto

Il presidente Obama stretto tra due fuochi, l'appoggio ai manifestanti anti Morsi e la norma di legge che blocca gli aiuti a paesi terzi in caso di golpe militare, si è detto preoccupato per la situazione in Egitto auspicando il ritorno di un governo democratico.

As I have said since the Egyptian Revolution, the United States supports a set of core principles, including opposition to violence, protection of universal human rights, and reform that meets the legitimate aspirations of the people. The United States does not support particular individuals or political parties, but we are committed to the democratic process and respect for the rule of law. Since the current unrest in Egypt began, we have called on all parties to work together to address the legitimate grievances of the Egyptian people, in accordance with the democratic process, and without recourse to violence or the use of force.

[...] No transition to democracy comes without difficulty, but in the end it must stay true to the will of the people. An honest, capable and representative government is what ordinary Egyptians seek and what they deserve. The longstanding partnership between the United States and Egypt is based on shared interests and values, and we will continue to work with the Egyptian people to ensure that Egypt’s transition to democracy succeeds.

Un colpo di stato può essere democratico?

Alla luce della situazione egiziana all'annuncio della deposizione del presidente Morsi, Foreign Policy si domanda se il colpo di stato militare in atto in Egitto conro un regime autoritario si possa definire democratico. Qualcosa di analogo a quanto accaduto in Portogallo durante la Rivoluzione dei garofani nel 1974.
Secondo Ozan Varol, professore alla Lewis & Clark Law School di Portland, ci sono sette requisiti perché possa essere definito tale.

(1) the coup is staged against an authoritarian or totalitarian regime; (2) the military responds to persistent popular opposition against that regime; (3) the authoritarian or totalitarian regime refuses to step down in response to the popular uprising; (4) the coup is staged by a military that is highly respected within the nation, ordinarily because of mandatory conscription; (5) the military stages the coup to overthrow the authoritarian or totalitarian regime; (6) the military facilitates free and fair elections within a short span of time; and (7) the coup ends with the transfer of power to democratically elected leaders.

Milioni di egiziani sono scesi in piazza per chiedere le dimissioni del presidente Morsi nell'anniversario della sua elezione. Migliaia di cartellini rossi sono stati sventolati in piazza Tahrir al Cairo a simboleggiare l'espulsione del governo egiziano.
Il bilancio degli scontri tra sostenitori e oppositori del presidente egiziano è di almeno 7 morti e più di 600 feriti.
